Public Hearings Public Hearings on Weatherization Grant - May 5 The American Recovery and Reinvestment Act of 2009 (ARRA) included $64.3 million in funding for Connecticut for the federal Weatherization Assistance Program for low-income households. This $64.3 million in funding coming into Connecticut to weatherize low-income housing can make progress in increasing energy efficiency in multi-family homes for low-income people, and would help preserve Connecticut's affordable housing stock. A portion of the overall weatherization funds will go from DSS to DECD, which will handle weatherization of state-funded public housing, homeless shelters and other special projects. Approximately $3 million of CT's $64.3 million will be used for shelters. $20 million will be used for state public housing, with a goal to weatherize 2850 units. More information: Weatherization Draft Plan Notice of Public Hearing Public Hearing on Hartford Homeless Prevention and Rapid Rehousing - May 5 ARRA also included $16.9 million to Connecticut for Homelessness Prevention and Rapid Re-Housing Program (HPRP) Grants which will be allocated both statewide and to specific entitlement cities. Hartford is one of five entitlement cities to receive this funding. $1,572,727 in one-time funds are available for Hartford nonprofits to help provide financial assistance and services to prevent individuals and families from becoming homeless and help those who are experiencing homelessness to be quickly rehoused and stabilized. The City of Hartford will hold a Public Hearing to discuss the City's submission of a Substantial Amendment to the Consolidated Plan 2008 Action Plan to receive funding for the Homelessness Prevention and Rapid Re-Housing Program. The funds under this program are intended to target individuals and families who would be homeless but for this assistance. The funds will provide for a variety of assistance, including: short-term or medium-term rental assistance and housing relocation and stabilization services, including such activities as mediation, credit counseling, security or utility deposits, utility payments, moving cost assistance, and case management.
